Regarding the information system for submitting mandatory declarations & reports of ships, upon arrival & departure from Greek ports
The creation of the National Single Shipping Window by Cosmos Business Systems was successfully completed and put into operation a few days ago.
Information is submitted to the National Single Shipping Window before the arrival of ships in Greek ports or upon departure from them, while, at the request of the Ministry, fuel control was also added in order to facilitate the control of fuel smuggling, since the system connects customs with the management of tankers entering the ports.
The National Single Window is interconnected with the European maritime information exchange system SafeSeaNet, the electronic customs office, the Schengen system, the Shipsan project information system and the bunkering permit system. The Window is the place where all information is declared once by the responsible parties and is then made available electronically to the various competent national authorities and the Member States.
The aim of the Cosmos Business Systems project was to simplify and harmonize with the European directives the administrative procedures applied to maritime transport.
The provider of the information is the master of the ship or another person specifically authorized by the person operating the ship (such as the shipping agent). The establishment of electronic information exchange and the simplification of the submission of the required declarations lead to the facilitation of the above administrative procedures.
Also, the data available in the National Single Window for Shipping are exchanged with the relevant national authorities, as appropriate, in accordance with applicable legislation and in a harmonised and coordinated manner, while taking into account the two important issues of data reuse and confidentiality.
The maritime information exchanged between the ESS and SafeSeaNet is as follows:
Notification of ships arriving at or departing from ports of Member States
Notification of dangerous or polluting goods on board
Notification of waste and residues
Notification of security-related information – border control

Notification of health information
It is noted that the procedure for submitting reports via e-mail has ceased to be valid as of 10-12-2019.
Cosmos Business Systems is already collaborating with the Ministry of Shipping in the implementation of the Fisheries Monitoring Center (FMC), which allows the tracking of large fishing vessels (over 15 meters) and whether they are fishing legally. This system is in production and is being upgraded at the same time. Cosmos Business Systems has also installed the maritime incident recording and monitoring system in the Ministry’s Operations Room.
The developed Single Window system fully complies with the applicable legal acts of the Union and the current legislation, in order to ensure the confidentiality of commercial and other confidential information that will be circulated through the system, in accordance with Article 8.1 of Directive 2010/65/EU and Presidential Decree 125/2012.
